
Clifford Chance has promoted three new partners in Asia Pacific, part of a global cohort of 31 new partners, effective May 1, 2025. The new partners highlight the strength of top talent available to clients across the breadth of international markets and sectors aligned with the firm’s global growth strategy.
The new partners in Asia Pacific are Chin Seng Chew (GFM-Singapore), Chloe Cheng (Corporate-Singapore) and Mel Chan (GFM-Singapore).
Chin Seng Chew specialises in representing international financial institutions, credit funds, sponsors and borrowers on leveraged and acquisition financing, private credit, infrastructure debt, fund financing, syndicated lending and restructuring transactions covering the Asia Pacific region, with a particular focus on Southeast Asia and India. He joined the firm in 2017, has worked in its Singapore and Hong Kong offices, and is dual-qualified to practise in Singapore and England.
Singapore-based Chloe Cheng is a member of the firm’s APAC Private Funds Group. She is a Singapore-qualified lawyer, and advises clients on the formation of and investment in a wide variety of private funds. She also counsels clients on co-investments, secondaries and spin outs.
Mel Chan regularly advises sponsors, multilateral development banks, development finance institutions, export credit agencies and commercial banks on the financing of energy and infrastructure projects, with a particular emphasis in the Asia Pacific. Her experience spans across the oil & gas, refining and petrochemicals, power and infrastructure sectors. She has worked on numerous first-of-a-kind projects, and has handled multiple complex multi-source financings and blended finance transactions. She also has extensive experience on ECA-backed financings. Mel is a member of the Clifford Chance Global Energy Transition Initiative. Her focus is on renewables, carbon capture, green fuels and clean hydrogen/ammonia.
