Dr. Fan Yang was born in Guangdong Province, People’s Republic of China. She studied and researched law in Shanghai, Paris, Birmingham and London before she became one of the first Mainland Chinese to have been called to the Bar of England and Wales in 2005. Dr. Yang became a Member of the Chartered Institute of Arbitrators (MCIArb) in 2006 and a Fellow (FCIArb) in 2012. In 2008, she became the first and only Mainland Chinese associate in the international dispute resolution team at the European headquarters of Skadden Arps, one of the biggest law firms in New York State. She has been teaching at City University of Hong Kong since 2009. She was awarded her PhD in Law by Queen Mary University of London in 2011.
Dr. Yang is an arbitrator at HKIAC, KCAB, KLRCA and THAC. She is a mediator accredited by CEDR, and an investor-state disputes mediator trained by ICSID, CEDR, Energy Charter Secretariat and IMI. She specializes in complex commercial contracts (including joint ventures, share sale and purchase agreement, international sale of goods, letter of credits, carriage of goods by sea, charterparties and FIDIC contracts), and international comparative commercial law, arbitration and dispute resolution particularly under English law, Hong Kong law and Mainland Chinese law.
She has arbitrated and mediated in English and Chinese (Putonghua and Cantonese) languages. She has been appointed as an arbitrator under the ICC Rules of Arbitration (2012) and HKIAC Administered Arbitration Rules (2013), and has extensive experience in arbitrations under other leading institutional rules, as well as in ad hoc arbitrations in leading international seats including London, Hong Kong and Kuala Lumpur.
She has published widely in a range of leading journals, including the International and Comparative Law Quarterly, Cambridge University Press and Arbitration International, Oxford University Press. She co-authored Contract Law in Hong Kong: A Comparative Analysis, Hong Kong University Press (2016) together with Professor Neil Andrews, Clare College, Cambridge, and is the sole author of a substantial commentary and case book (Vols.1&2) on Foreign-related Arbitration in China, published by Cambridge University Press.

扬博士是香港国际仲裁中心(HKIAC)的仲裁员,大韩商事仲裁院(KCAB)国际仲裁员,吉隆坡区域仲裁中心(KLRCA)国际仲裁员及调解员, CEDR(国际有效争议解决中心)及香港调解资历评审协会(HKMAAL)认证的调解员。她是受ICSID, CEDR, Energy Charter Secretariat 及 IMI共同培训和认证的国际投资者与东道国纠纷调解员(Investor-State Mediator)。
扬博士的研究方向以中国与国际商法比较、中国与国际仲裁及调解比较以及跨境纠纷解决为主。扬博士还是受联合国贸易法委员会(UNCITRAL)邀请的法规专家,特别擅长于《承认及执行外国仲裁裁决公约》(《纽约公约》)、《贸易法委员会国际商事仲裁示范法》、《贸易法委员会国际商事调解示范法》以及《联合国国际货物销售合同公约》的适用和解释等问题。此外,扬博士对国际商事合同法比较,特别是英国和香港合同法也有深入研究。
